Keeping warm in a cold climate is generally about layers - a base/thermal layer, a warmth mid layer and a wind proof outer layer. It is the air trapped between layers that will keep you warm. This applies to both clothes and boots. It is also quite important not to put too many layers on so that you sweat - sweating is designed to cool the body so when you stop excercising, you get cold very, very fast.
